Can u make a rare implants with less then 120/120 stats ? or will rare chips like Head imps and gloves always be constructed @ 120/120 % ?

Rare implants come out as 120/120 always. As long as you have enough skill to construct it in the first place, it doesn't matter at all.. just like gloves or ultimamods or anything except weapons/spells.
