It's a bug that's been around for a little bit. You just type in 0 from inside the apt, instead of Ground Floor, and it should still take you there. Someone got that a while ago and you can't leave it without suiciding, so some GM's put that GR in so people could leave if they got stuck in there again. Nothing to special besides that.
