Ok on the third leg of the Soldier Proffesion quest I have killed enough of the inquisters for my int to go up. But the girl still will not let me rescue her. Please let me know if I am doing something wrong or if it is just broken. Thanks

I think you just need to return to Mr Jones to complete the mission - have a look at the quest guide.
